Medical Stores Department (MSD) is a non-profit making and an autonomous strategic
government drug store under the Ministry of Health Community Development, Gender, Elderly
and Children which was established by an Act of Parliament No.13 of 1993 with an objective of
developing and maintaining an efficient and cost – effective system of procurement, storage and
distribution of approved medicine and other medical supplies required for use by the public health
facilities.

JOB TITLE: CLEARING ASSISTANT- DECLARATION

DEPARTMENT: DIRECTORATE OF PROCUREMENT

REPORTS TO: CLEARING OFFICER

GRADE: MSDS 2

SUPERVISES: NONE

KEY DUTIES:

1. Opens file for every incoming ships/aircrafts on which a shipment for MSD is manifested.
2. Confirming vessels arrival time to Operation department for payment purposes and release
payment requisitions for timely customs and shipping line documentation prior to vessels
arrival.
3. To do proper item classification (item’s HS code classification), process customs
declaration through Tanzania Customs Integrated System (TANCIS) and upload it for final
customs assessment.
4. To process online TFDA import/export permit application and other import permit (i.e
TBS, Atomic Enegy and Tanzania Diary Board) timely.
5. Prepares all customs documents, and Central Freight Bureau and MSD documents required
in receipt of such consignment.
6. Prepares documents related to duty, taxes and other charges arising from overseas items
7. Perform and implement all custom clearance activities such as following upcoming
Shipment, documents transactions in accordance with the clearing and forwarding of
sea/airway freight policies, procedures and customs laws.
8. Make available supporting documents required for clearance such as shipping guarantees
requisitions and ensure on time submission and follow up for immediate clearance
9. Following up with the Freight Forwarders, couriers and shipping lines for freight
quotations and price lists for inbound and outbound shipments.
10. Coordinating with the Warehouse to ensure that copy of shipping documents have been
forwarded to the warehouse for proper receiving.
11. Keeping records of all demurrages, detentions and follow up with the concerned buyers for
settlements and implements preventive actions to avoid customs penalties.
12. Perform any other official duty as may be assigned by supervisor

JOB TITLE: CIVIL TECHNICIAN

DEPARTMENT: ADMINISTRATION

REPORTS TO: ADMINISTRATION MANAGER

GRADE: MSDS 3

SUPERVISES: NONE

KEY DUTIES:

1. Perform routine inspection of the building including but not limited to roofs, gutters,
floor, drains, etc., to determine their conditions and needs for preventive or corrective
maintenance.
2. Perform plumbing, carpentry, locksmithing and painting work to maintain operational
condition of buildings.
3. Ensure the warehouse facilities and buildings are in compliance with OSHA and other
regulatory guidelines and safety regulations.
4. Participate in preparation of the building infrastructures maintenance budgets and
monitor their expenditures
5. Prepare requisitions for building maintenance supplies, material and equipment,
monitor inventory; load and unload supplies.
6. Prepare cost estimates for maintenance activities, maintain maintenance records and
files.
7. Repair locking systems on doors, files cabinets and lockers.
8. Suggest spare parts and service parts that should be on hand, as needed, to perform
basic maintenance procedures.
9. Perform various basic maintenance procedures on buildings and related items as will
be instructed to do so.

KNOWLEDGE/SKILLS/EXPERIENCE

 Full technician certificate (FTC) from recognized institution, other technical/professional
qualifications such as Engineering Technician Level I (ETI) will be an added advantage
 Not less than 2 years working experience

COMPETENCIES

 Knowledge on Methods and principles of general building maintenance.

Broad Function Reporting to the Director of Procurement, the successful candidate will. - . be in charge of all functions related to the clearing and forwarding of medical related consignments imported by MSD or by 'the Ministry of Health, Community Development, Gender, Elderly and Children; or exported by MSD to other countries.

Key responsibilities

• Manage the clearing and forwarding of consignments at the country border entry points and ensure cleared goods have been received in line with the provisions provided in the East Africa Community Customs Management Act, 2004 and VAT Act;

• Manage relationship with stakeholders in the clearing industry and responding to queries and inquiries from clients and service providers;

• Verify the authenticity of all clearing charges payment requests before escalating them to the Director of Procurement:

• Ensure good governance in managing clearing finances, including third party clearing bills and supplier transportation service contracts; and

• Ensure claim process for short landed consignments is initiated and empty containers are returned to the shipping line on time, and container deposits are refunded.

Broad Function Reporting to the Director General, the successful candidate will oversee the proper storage and distribution of medicines and medical supplies across the country whilst ensuring the sales and marketing strategies are operational.

Key responsibilities

• Oversee and implement MSD's strategic plan in relation to customer service and zonal operations objectives;

• Accountable for implementation of customer service and zonal operations performance contract and Strategic Management Office (SMO) targets in the directorate;

• Ensure timely supply of health commodities in all desiqnated health facilities, dispensaries and hospitals in the country in accordance to the distribution cycle;

• Lead and coordinate the process for review of the price catalogue as per Standard Treatment Guidelines;

• Prioritize customer service based on customer segmentation and to devise strategies to maintain them.

• Develop and oversee implementation of marketing plans focused on growing MSD customer base;

Broad Function Reporting to the Director General, the successful candidate will be responsible for overseeing the development and implementation of practical ICT solutions to support MSD's supply chain strategy and operations.

Key responsibilities

• Oversee implementation of MSD's strategic plan in relations to ICT objectives;

• Accountable for implementation of ICT performance contract and

• Strategic Management Office (SMO) targets in the directorate;

• Develop ICT policies and procedures and ensuring adherence to set standards;

• Ensure optimal use of ICT systems in terms of value for the business units versus system related costs;

Broad Function Reporting to the Director General, the successful candidate will ensure that effective" ,warehouse management, fleet utilization and stock distribution procedures are in place to minimize costs and maximize order fulfillment of medicines and medical supplies across the country.

Key responsibilities

• Oversee and implement MSD's strategic plan in relation to logistics objectives;

• Accountable for implementation of logistics performance contract and Strategic Management Office (SMO) targets in the directorate;

• Managing the Logistics Management Unit (LMU) and logistics for normal goods and vertical programs (donor-funded products);

• Identify, plan, manage and implement projects within warehouse and distribution functions in line with MSD's strategic goals;

• Establish and oversee implementation of effective inventory management procedures for cost-effective distribution, monitoring and reporting;

• Ensure transport services are effectively managed and available for distribution;

• Maintain low levels of stock loss through damage, breakage and contamination.

TITLE/POSITION: CLEARING & FORWARDING OFFICER/AGENT
HR RECRUITMENT & CONSULTANCY LTD WHICH LOCATED IN DAR ES SALAAM IS LOOKING FOR DYNAMIC AND PRESENTABLE CLEARING & FORWARDING OFFICER

DUTIES & RESPONSIBILITIES
• Sent negotiations requests for quotations to shipping agencies, clearing agencies
• Check fiscal prices, customs requirements, and clearing fees.
• Study cost estimation to get the optimal and most efficient shipping, transport and
 clearing method
• Track shipments and follow up with the forwarder regarding vessels’ arrival dates at destination
• Send clear instructions to the shipper regarding the clearing documentation as per country requirements with the consultation of purchasing officer
• Follow up closely on the customs / clearance formalities and delivery process
• Update the shipment clearance log on progress and communicate delays daily

DESIRABLE REQUIREMENTS.
• At least 3 years’ experience proven in working as clearing & forwarding officer
• Very good communication and presentation skills
• Strong leadership skills
