CONSULTANCY-TO CONDUCT GOVERNMENT POLICY AND PROGRAM ANALYSIS TO IDENTIFY GAPS AND OPPORTUNITIES IN THE RICE AND SISAL VALUE CHAIN

Background
Oxfam in Tanzania is implementing a project entitled `Governance and Innovation for strengthening the Sisal and Rice value chains in Shinyanga, Simiyu and Geita regions. The main objective of the project, which is currently in phase II, is to improve governance, food security, gender equity and income security for small holder farmers through empowering them with better capacity in producing and marketing their agricultural products, and influencing policies that affect the attainment of sustainable livelihoods.

Rice and sisal value chains provide an opportunity to support smallholder farmers to access sustainable income and improve gender equality.  There is a growing demand for rice in East Africa, which has not been met by local production and intra-trade due to increasing urbanization, and growing recognition as a priority and strategic food security crop.  Nevertheless, Tanzania has favorable conditions that would enable it to be a lead producer of rice in the region but faces barriers such as poor farming techniques, lack of technologies and innovation to support farmers and a poor technical and business support environment.  The main production zones in Tanzania are the Lake Zone (34%) and Southern Highlands which produces 30% of total of the total national rice production. For sisal, an increase in demand in the world market has improved its competitiveness in terms of return on land and labour in rural areas, especially those characterized with marginal rainfall, and has become a viable solution to food insecurity and income poverty.
          
Purpose of the Consultancy
The purpose of this Terms of Reference (ToR) is to engage a consultant to carry out documentation and analysis of sub national  specific policies and practices to identify challenges and opportunities which impacts rice and sisal small holder farmers throughout the value chain. . 

Objectives
    To document and analyze gaps and opportunities in the policies and practices at sub national level which are directly or indirectly affect rice and sisal small holder farmers throughout the value chain
    To recommend to Oxfam in Tanzania and partners the best entry point in leveraging the opportunities and influencing shifts in government’s policies and plans especially at the district and regional level.

Scope of Work
This piece of work will focus on documenting policies and practices at the regional and district level which impacts rice and sisal small holder farmers throughout the value chain. The documentation of practices will take place on the areas where the program is taking place with additional information from outside this area for the purpose defined and agreed by the team and consultant. For the purpose of this work, policies will also mean, programs, documented directives, rules, regulations, and political declarations directed to the government offices at the regional and district level and/or private sector and/or small holder farmers which have direct or indirect impact on the rice and sisal value chain.
Deliverables

    Inception report based on researchers understanding of the ToR and preliminary review of literature.
    Draft report
    Final report, having incorporated comments from Oxfam
    List of all research participants.
    Power point presentation summarizing findings.

Qualifications
    Bachelor/ Masters degree in social sciences
    Experience in conducting  similar work
    Evidence of good quality publications
    Fluency in English and Swahili
